Talon Recruiting has partnered with a leading provider of civil construction services in search of an experienced Project Manager to join their team in West Concord, MN.

JOB DESCRIPTION
The Project Manager’s primary function is overseeing all aspects of a project in accordance with the Company’s policies and applicable laws. The Project Manager ensures that all resources are managed and coordinated in an efficient and professional manner on each project to perform work within budget and schedule parameters that also meets or exceeds customer and
Company expectations. The following is a broad overview of the duties and responsibilities:

Expedited project initiation and pre-construction planning to the degree that all projects can be effectively and successfully executed.
Monitor work project schedule and job-cost daily to assure project profitability.
Assure Customer expectations are met or exceeded in a manner that maximizes profitability.
Promote and support the Ellingson Core Values through modeling the desired behaviors and communicating and reinforcing the messages through daily activities and interactions.
 
DUTIES
Work with Superintendents and Foremen to plan, organize and direct activities concerned with Underground construction projects.
Establish project objectives, policies, procedures, and performance standards within boundaries of Company policy and contract specifications.
Confer with Superintendents and Foremen on matters of work procedures, complaints, and construction problems.
Assembles Company staff (supervisory, engineering, clerical and other workers) at start of the project to discuss materials, equipment, work schedules, etc.
Implements proper safety regulations by posting signage and creating barriers for employees, based on recommendations of OSHA and the U.S. Department of Transportation, or similar State Agencies as applicable.
Ensures that One-Calls are current and completed.
Prepares or directs preparations and modifications of reports, specifications, plans, construction schedules, environmental impact studies and designs for the project.
Monitors job costs on all projects daily to provide Superintendents with real-time information on project performance.
Processes billings, change orders, purchase orders and subcontract agreements.
Oversees pre-construction buy-out process and facilitates project material and supply requisition.
Serves as the Company’s liaison with customers/vendors to maintain positive relationships.
Build relationships with clients to become their preferred partner in projects.
Attend industry events to build new client relationships.
Works with the Company’s Contract Accountant to manage financial aspects of contracts to protect the Company’s interests while maintaining positive customer relations.
Provides accurate month end reporting for forecast to complete work in progress.
Maintains close communication with Production Manager for effective management of equipment and employees on a daily/weekly basis.
Communicates with appropriate departmental managers about any problems concerning equipment, personnel, customers, job specifications, etc.
Confers with and directs supervisory personnel and subcontractors engaged in planning and executing work procedures, interpreting specifications, and coordinating various phases of construction to prevent delays.
Represents Company in project meetings and attends strategy meetings.
Studies specifications to plan procedures for construction on basis of starting and completion times and staffing requirements for each phase of construction.
Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
Prepares or reviews reports on progress, materials used and costs, and adjusts work schedules as indicated by reports.
Analyzes reports, maps, drawings, blueprints, tests and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geological data to plan and design projects.
Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications and construction and safety standards.
Investigates potentially serious situations and implements corrective measures.
Calculates costs and determines feasibility of projects based on analysis of collected data.
Confers with supervisory and engineering personnel, as well as inspectors and suppliers of tools and materials, to resolve construction problems and improve construction methods.
Orders procurement of materials to be delivered at specified times to conform to work schedules.

QUALIFICATIONS (Required or preferred)
Degree in Construction Management or Engineering required.
2-5 years’ experience in underground utility construction required.
Experience in Horizontal Directional Drilling, Trenchless and Renewable Energy applications is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES
Employees are expected to be able to read and comprehend simple instructions, short correspondence, and memos.
They should also have the sense of understanding to carry out instructions furnished in written, oral, or diagram form.
They need to demonstrate they can deal with problems involving several concrete variables in standardized situations.
Able to read and interpret civil and utility construction plans, specs, and geotechnical reports.
Estimating underground utility construction.
Building a construction schedule using Microsoft Project or similar program.
They need to demonstrate they can deal with problems involving several concrete variables in standardized situations.
Able to communicate effectively through written correspondence.
Organization and Documentation.
